Response from the EPA:

Thank you for your message. The ECHO website (https://echo.epa.gov/) gives users access to permit, inspection, violation, enforcement action, informal enforcement action, and penalty information over the past five years, for facilities in their communities. The data provide a snapshot of a facility’s record of compliance with environmental regulations (primarily the Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, and Safe Drinking Water Act) by showing dates and types of violations and the seriousness of the violations.

You can search for facility information from the ECHO Home page (echo.epa.gov). Click the Facility Name/ID option under the Quick Search panel, and type a name or ID. Under the Search Options panel, you can also click "All Data Facility Search" to search using more criteria. If you are new to ECHO, we suggest viewing the Facility Search video tutorial (https://echo.epa.gov/help/tutorials). On the search results page, click the hyperlinked facility or the red "C" icon to access the Detailed Facility Report.

The Three Year Compliance History by Quarter table in the Detailed Facility Report (DFR) displays the most detailed compliance information. The DFR data dictionary provides an explanation of the facility compliance status and violation codes (https://echo.epa.gov/help/reports/dfr-data-dictionary#compbyqtr). We recommend scrolling to the Pollutants section of the Detailed Facility report to view any applicable Toxics Release Inventory data. If applicable, click on the green "A" icon to open the Air Pollutant Report and see detailed air emissions data.

We are unable to answer questions about specific facilities or violations. If you believe a facility is in a possible violation of environmental laws, please report a violation through EPA's Hotline (https://echo.epa.gov/report-environmental-violations). You can also contact your state environmental agency or a regional EPA office. Contact information for state agencies can be found here:https://www.epa.gov/home/health-and-environmental-agencies-us-states-and-territories. Contact information for EPA Regions can be found here: https://www.epa.gov/aboutepa#pane-4. You may also consider contacting your local environmental/health department.

Please don't hesitate to contact us if you require any additional assistance with ECHO.
