A Note From the Editor

We are now able to report odors to the FDEP online. We still need to send an e-mail or call Orange County to report to them. Orange County is working on having an online system to report and it was supposed to be up this week. The virus is slowing things down. [Blogger isn't cooperating today, so please excuse the weird formatting]

Odor Reports

Call and write e-mails when you smell the odors. Don't give up, that is what the offending businesses want us to do. The e-mail list is located at the bottom of the page. For FDEP you can use the online reporting tool. To avoid duplication, please report each occurrence only once. Posting on Facebook isn't the same as reporting an occurrence, so do send a report after you post on Facebook. 

11 am: I really needed a sunny walk this morning. It was a quick one. I’d like to enjoy my back porch now, but it's too smelly for man or beast!  Earlwood in Tangerine. Reported using the FDEP Online Report 

It was really bad this morning. I’m off of Lake St and Earlwood. We went to Lowe’s about 10 am and you could smell it at Lowe’s in Eustis.
  • Can you please report it using the online tool? When I have conversations with the state, they don't believe that the smell can travel so far.

The smell is back and I reported it.

Great form! It’s easy to use. Location unknown Editor response: I thought so too. So much easier than writing an e-mail each time. Unfortunately, Orange county still needs an e-mail.

  • Good morning! Report it on the FDEP link and let me know how you like it. I found it easy to use. Unfortunately, you'll have to send an e-mail to Orange County.
  • So how did you like the reporting link? I found it easy to use.
  • The link is very easy to use. They need to add wind speed to their data field. Just concerned that the data spreadsheet I sent last week will get lost at FDEP. I will just keep sending my updated weather log to Orange County.
I'm working on the odor report. Please report the odors. Maria Repass of Orange County sent me an e-mail yesterday saying that they'd received 7 complaints in a 10 day period. I believe that there were 10+ people for every occurrence who didn't report. If you need the link to report or the e-mail addresses, comment on this post and I'll reply.
  • Now that the link is there I will make sure I don't forget.
6:20 pm Lake Ola Drive. Trying to enjoy the lake. 4/10 smell. 82 degrees. Wind SW 9 mph. 70 percent humidity.

6:49: Lake Ola Drive, the smell is now an 8/10. Going to take a ride to Jones and Willow Streets
  • It's stinky at Martin’s Preserve,  too. Will email. I feel like something goes on on Saturdays for sure.
  • There are no inspectors on the weekends and they know that.

The Attachment From Maria Repass of Orange County:
Latest actions and informationOrange County received 7 complaints concerning objectionable odors in the Zellwood, Mt. Dora, and Tangerine areas between April 13 and 23. [Only 7? Ed.] These complaints were logged in an incident report database. Five of the complainants mentioned Anuvia as the source. Two complainants did not mention a source.
Anuvia Florida LLC: 
FDEP granted an extension to May 7 regarding the Consent Order issued to Anuvia on March 6, 2020, citing objectionable odors and requiring that corrective actions be taken in connection with its wastewater permit. 
• Orange County’s Environmental Protection Division (EPD) issued a Consent Agreement to Anuvia on March 13, 2020, for violating multiple air permit conditions including objectionable odors. Initial civil penalties of $6,500 have been calculated in this case for the alleged violations cited. While details of the consent order are still being negotiated, several of the corrective actions required to obtain compliance have been completed. The remaining corrective actions include measures to improve odor control systems to eliminate objectionable odors.
Shelley’s Septic Tank, Inc. (dba Shelley’s Environmental Systems): 
• FDEP issued a Consent Order to Shelley’s on March 24, 2020, regarding wastewater permit violations that involve mainly odors, and National Pollutant Discharge Elimination System (NPDES) stormwater permit violations (multiple issues). Shelley’s was requested to respond within 20 days. 
• Orange County’s Code Enforcement Division has issued a series of violation notices to Shelley’s. A March 5, 2020 compliance deadline regarding building permits and site requirements was not met. As a result, a Special Magistrate hearing has been scheduled for July 8, 2020, at the County Administration Building, First Floor, 201 S. Rosalind Ave., Orlando, 32801. 
• Orange County’s Environmental Protection Division issued an Air Quality Non-compliance Letter on February 19, 2020, citing objectionable odors. An enforcement meeting is scheduled for May 11, 2020.
GPITA, LLC (owned by the Shelleys)
• EPD issued an Air Quality Non-compliance Letter on February 19, 2020, citing objectionable odors and requesting information outlining what measures will be implemented to prevent future reoccurrence. An enforcement meeting is scheduled for May 11, 2020. 
• Orange County Code Enforcement Division issued a Code Violation Notice on February 4, 2020, citing non-permitted uses. The violation notice indicated that applications for special exceptions should be submitted immediately. To date, a reply has not been received. A Special Magistrate hearing is scheduled for July 8, 2020, at the County Administration Building, First Floor, 201 S. Rosalind Ave., Orlando, 32801.
Other actions: • FDEP issued a warning letter to Monterey Mushrooms, Inc. on April 1, 2020, citing an ongoing unauthorized discharge of industrial wastewater. • An EPD inspector regularly visits the area where odor complaints have been received to monitor the situation and document conditions.

Good afternoon to all
Tangerine continues to smell chemical and fertilizer smells. We are aware of the consent agreements and extensions. Thank you for continuing to keep us updated.
I have attached my updated Weather Log for Smell Incidents at my location that has occurred since we started documenting the noxious assaults from Anuvia and Shelley’s. I have also added some fields to this as extra data points. I look forward to an electronic version of this report.
I hope everyone is staying healthy during this difficult time.
